Risan Roman Mosaics, Herceg Novi & Budva Day Trips from Kotor
Best day trips from Kotor by bus or car: 2nd-century Risan Roman Mosaics (Hypnos), Bajova Kula beach, Herceg Novi's fortresses and Budva Riviera.
Basing yourself in Kotor places you within 15 to 45 minutes of four distinct worlds around the Montenegrin coast. First is the 2nd-century Roman patrician villa and Illyrian queen's capital of Risan at the northernmost corner of the inner fjord. The mimosa-draped staircases and three Ottoman-Venetian fortresses of Herceg Novi at the entrance to the bay. The sandy coves and walled Venetian citadel of Budva on the open Adriatic; and the olive-groved fishing villages of the Luštica Peninsula. Every one of these excursions can be done independently by hourly local bus from Kotor's Sea Gate or Autobuska Stanica without booking an organised coach tour.

Risan (17 km Northwest): Queen Teuta's Refuge & the Hypnos Roman Mosaics
Five kilometres beyond Perast at the innermost northwestern corner of the bay lies Risan (ancient Rhizon), the oldest settlement in Boka Kotorska. This gave the entire fjord its classical Greek and Roman name: Sinus Rhizonicus. In 229 BC, following the First Illyrian War against Rome, the legendary Illyrian warrior-queen Teuta retreated to her mountain citadel of Rhizon above the emerald karst cave spring of the Sopot Waterfall.
In the 2nd century AD, thriving Roman-Dalmatian Risan counted 10,000 inhabitants and luxurious patrician estates. Located 150 metres inland from the Risan waterfront park is the archaeological pavilion of the Roman Mosaics of Risan (Rimski Mozaici) (€5.00 adult entry as of November 2026, open daily 08:00 to 20:00 in summer). Excavated in 1930 and 2004, this 790-square-metre Villa Urbana preserves five floor mosaics crafted from black, white and grey river tesserae. Four geometric and floral reception rooms surround an atrium impluvium. In the central bedroom (cubiculum), the world's only known Roman mosaic depiction of Hypnos (Somnus), the Greek God of Sleep, reclining languidly with crossed legs and butterfly wings at his temples. You can reach Risan easily on the hourly Blue Line bus from outside Kotor's Sea Gate (€2.50 cash, 30 minutes) and combine it with a morning visit to Perast on the way back.

Bajova Kula Beach & Morinj: Best Clear-Water Swims in the Inner Bay
Directly along the coastal curve between Dražin Vrt and Perast (10 km from Kotor) sits Bajova Kula (Bajo's Tower), the cleanest and most scenic pebble beach inside the inner Bay of Kotor. It is named after 17th-century guerrilla commander (harambaša) Bajo Pivljanin, who built a stone watchtower on the slope above the cove while fighting Ottoman forces with Venice. This 60-metre white-pebble shore is shaded by wild bay-laurel trees and washed by deep, swift currents running through the Verige narrows. Admission to the public pebble edge is free, while the beach club rents sunbeds and serves chilled local wines; arrive before 10:30 in summer to secure parking or hop off the Blue Line bus at the gate.
Continuing 4 km west past Risan brings you to Morinj, a tranquil village interlaced with freshwater canals fed by mountain karst springs. These streams tumble through historic stone watermills at Ćatovića Mlini, one of the finest seafood restaurants in Montenegro.
Herceg Novi (Outer Bay): Three Fortresses & the 6 km Pet Danica Walk
Herceg Novi guards the sunlit entrance of Boka Kotorska 43 km round the bay (55 minutes by coach from Kotor for €5 to €6 as of November 2026). The town is nicknamed the "City of a Thousand Steps" and the "Botanical Garden of Montenegro". Over centuries, its captains brought back mimosa, magnolia, agave and eucalyptus trees from every continent. Founded in 1382 by Bosnian King Tvrtko I Kotromanić, the town was contested by Ottomans, Spaniards, Venetians and Habsburgs, leaving behind three distinct stone fortresses:
- Forte Mare (Sea Fortress, 14th to 17th century). Built directly onto a coastal reef above the harbour (€4.00 entry as of November 2026), with sea-level postern gates rising up to a panoramic roof terrace that hosts open-air cinema screenings on summer nights.
- Kanli Kula ("Bloody Tower", 1539). Erected by Ottoman builders at the top of the Old Town (85 metres elevation, €4.00 entry). It features an intact underground stone cistern prison carved with 17th-century galley graffiti by Venetian captives and a dramatic open-air amphitheatre overlooking the bay mouth.
- Španjola Fortress (1538). Crowning the upper ridge at 170 metres elevation (free exterior access), built during the brief nine-month occupation by Spanish Admiral Andrea Doria's tercios and rebuilt by Ottoman Pasha Sinan.
After exploring the Old Town's Belavista Square (home to the palm-framed Orthodox Church of St Michael the Archangel), walk along the flat 6-kilometre Pet Danica Seaside Promenade (Šetalište Pet Danica). This follows the tracks of the former 1901 Austro-Hungarian narrow-gauge railway through a tunnel at Forte Mare all the way from Meljine and Savina Monastery (1030 AD) to Igalo.

Budva Old Town & Sveti Stefan Viewpoint (35 Minutes South)
If you want to contrast Kotor's dramatic mountain fjord with open Adriatic beaches, head south. Coaches depart Kotor Bus Station every 30 minutes through the Vrmac Tunnel to Budva (23 km, 35 to 40 minutes, €4.00 to €5.00 as of November 2026). Budva Stari Grad juts out on a rocky peninsula surrounded by 15th-century Venetian ramparts. Inside stand a seaside Citadel (€4.50 entry) and the 840 AD Church of Santa Maria in Punta. Outside the walls, a cliffside coastal path wraps around limestone ledges to the twin coves of Mogren Beach. Eight kilometres further south along the coast road, stop at the roadside terrace above the fortified 15th-century island village of Sveti Stefan. Afterward, stroll the royal olive-and-cypress paths of Miločer Park (free pedestrian access through the park between Przno and Queen's Beach) before returning to Kotor for dinner.
Combining Your Bay Day Trip: Sample Public Bus & Ferry Loop
You can easily link Risan, Perast, and Herceg Novi into a seamless, low-cost circular day trip around Boka Kotorska without renting a car. Start at 08:30 outside Kotor's Sea Gate by boarding the hourly Blue Line coastal bus (€2.50 cash) for the 30-minute ride northwest along the shoreline to Risan. Spend an hour exploring the 2nd-century Roman Villa Mosaics (€5.00) and walking out to the Sopot cave spring if it has rained recently. Then hop back on the next bus or walk along the bay path five kilometres east to Perast for a €5.00 boat ride out to Our Lady of the Rocks.
Alternatively, if your focus is Herceg Novi and the outer bay, catch a morning coach from Kotor Bus Station (€5.00 to €6.00) that crosses the narrow Verige Strait aboard the 10-minute Kamenari to Lepetane ferry. Explore Forte Mare (€4.00) and Savina Monastery in the morning, eat lunch along the Pet Danica seaside promenade. In the late afternoon, return to Kotor along the scenic northern bay road past Morinj and Perast in the late afternoon.
